Water — what the code requires, what filtration actually fixes, and the carbonator rule
Water decides your ice, your coffee, your dish results and how long your equipment lasts. Ohio's code says less about treating it than you would expect, and more than most operators know about one specific device — the carbonator.

Water is the ingredient nobody costs and everybody serves. It is most of your coffee, all of your ice, the thing your dishes are rinsed in, and the reason your steamer died two years early.
Ohio’s code has less to say about treating it than operators expect — and one very specific thing to say about a device most bars have and few think about.
What the code actually requires
An approved source. Drinking water comes from a public water system built and run under Ohio’s water statutes, or from a private water system meeting the private-systems rules.1
Enough of it, hot and cold. The water source and system must be of sufficient capacity to meet peak demands, and hot water generation and distribution must be sufficient to meet peak hot water demands throughout the operation.1 That second one is where dish machines and build-outs collide — sizing it is covered in warewashing temperatures and hot water.
Nondrinking water stays out of the food. A nondrinking supply may be used only if approved, and only for nonculinary purposes such as air conditioning, nonfood equipment cooling and fire protection.1
Re-disinfection after work or a flood. The system must be flushed, developed and disinfected before being put back in service after construction, repair or modification — and after an emergency such as a flood that may have introduced contaminants.1 Worth knowing before you reopen after a water event and assume running the taps is enough.
If you are on a well, this is a dated obligation
Private water systems carry two requirements with real teeth:
Annual testing. Water from a private system must be sampled and tested at least annually for total coliforms, or other tests the director of health or agriculture mandates.1
And the paperwork stays on site. The most recent water quality analysis must be retained on file at the operation.1
If you are outside the inner suburbs — parts of Geauga, Medina, Portage and Lorain especially — this is the paragraph to put in your calendar. Add it to your cleaning schedule so the annual test is somebody’s job rather than an assumption.
What the code says about filters — and what it does not
Here is the thing worth being clear about: Ohio does not require you to filter your water. There is no treatment mandate for a business on a public supply.
What the code does is govern how a filter is built and where it goes if you install one:2
- A water filter, screen or other conditioning device on a water line must be designed to facilitate disassembly for periodic servicing and cleaning
- The filter element must be replaceable
- And it must be located so that disassembly is actually possible
That last one sounds trivial and is not. A filter housing installed behind a fixed pass-through, or above a hot line where nobody can reach it, is a code problem as well as a maintenance one — and it is the reason cartridges go two years past their interval.
So filtration is your call, made on quality and equipment life rather than compliance. Which makes the real question: what does it actually buy you?
The carbonator rule most bars miss
This is the specific one, and it is worth the whole page.
A backflow prevention device must be provided on a carbonator as required by the Ohio plumbing code.2
The reason is chemistry rather than bureaucracy. Carbonated water is acidic, and if it backflows into a copper supply line it dissolves copper into the water. That has made people ill. It is precisely the kind of hazard that is invisible, intermittent, and attributable to nothing until someone tests.
More broadly, the plumbing system must preclude backflow at each point of use — including on a hose bibb — either by an air gap or an approved device.2 Where an air gap is the answer, it must be at least twice the diameter of the water supply inlet and not less than one inch.2 And devices must be located so they can be serviced.2
Ask your plumber to walk the building and list every point of use with what protects it. Soda system, ice machine, combi oven, dish machine, mop sink, hose bibbs, any chemical dispenser. That list is a half-hour of someone’s time and it is the cheapest inspection insurance on this page.
What treatment actually fixes
None of this is required. All of it is money.
Hardness — scale. Calcium and magnesium precipitate onto every heating element you own. It shortens the life of dish machines, combi ovens, steamers, ice machines and espresso equipment, and it is why your delime interval is set by your water rather than by the manual. Softening or scale-inhibition is the usual answer, and equipment manufacturers will often specify a hardness range — ask for it before you buy, not after the warranty argument.
Chlorine and chloramine — taste. Municipal disinfection residual is a flavor problem in coffee, tea and anything brewed. Carbon filtration is the normal fix and it is cheap.
Sediment. Shortens the life of everything downstream, including the finer filters you paid more for. A sediment pre-filter protects the expensive one.
Reverse osmosis — the strong option, with a catch. RO strips nearly everything, which is exactly right for ice clarity and for steam equipment. For coffee and espresso it can go too far: water with no mineral content extracts badly and tastes flat, and it can be aggressive toward some equipment. The usual answer is RO followed by controlled remineralization, or blending. If a supplier proposes RO for a coffee program without mentioning minerals, ask why.
The honest summary: there is no single right treatment, because it depends on what your water actually is. Get a water analysis first. Your municipality publishes an annual water quality report, and equipment suppliers will often test on site. Specifying filtration without knowing your hardness is buying a solution before you have the problem.
If you sell water — the bulk water machine rule
One case where Ohio does regulate treatment tightly, and it catches stores and markets rather than restaurants: a bulk water machine, the self-serve dispenser a customer fills their own container from.
That machine has its own rule, and it is more demanding than anything above:4
- The water dispensed must meet the bottled water quality standards in 21 C.F.R. 165, Subpart B — a food standard, not a plumbing one.
- The machine must be connected to an approved water supply and meet the construction and performance standards in the equipment design rule, and be maintained to them.
- All water must be disinfected as the last treatment step before being dispensed. Not somewhere in the train — last.
- The machine must carry a monitoring device that shuts it down when the disinfection unit fails.
- It must be kept clean and sanitary, and located where the area can be kept clean and does not harbor insects or rodents.
- The water must be sampled at least semi-annually for coliform bacteria, and the results kept on site for the licensor to review.
The last one is the one that gets written up, because it is a record rather than a condition: twice a year, tested, and the paperwork in the building. If you inherited a machine with the space, ask for the last two results before you switch it on — see selling food from a store or gas station.
The short version
- Approved source, sufficient capacity, hot and cold at peak.1
- On a well: test annually, keep the latest analysis on file.1
- Ohio does not require filtration — but if you fit one, it must come apart for servicing, have a replaceable element, and be reachable.2
- Backflow prevention at every point of use, and specifically on the carbonator.2
- Air gaps: twice the inlet diameter, minimum one inch.2
- Test your water before you buy treatment, and ask your equipment manufacturers what hardness range they want.
Plumbing requirements interact with the Ohio plumbing code as well as the food code, and the two are enforced by different inspectors. Confirm with your licensor and a licensed plumber before committing to a design.3
Common questions
Does Ohio require me to filter my water?
No. The code requires water from an approved source of sufficient capacity to meet peak demand, and it sets rules for how a filter must be built and placed if you install one — but it does not require you to install one. Filtration is a quality and equipment-life decision, not a compliance one.

What is the carbonator rule?
A backflow prevention device must be provided on a carbonator as required by the Ohio plumbing code. It exists because carbonated water is acidic and can dissolve copper out of a supply line if it backflows — which has poisoned people. It is one of the most commonly missed devices in a bar.
How big does an air gap have to be?
At least twice the diameter of the water supply inlet, and not less than one inch. That is the fallback when no backflow device is fitted, and it is measured from the inlet to the flood level rim.
Does hard water actually matter?
It is not a code issue and it is a real cost. Scale shortens the life of dish machines, combi ovens, steamers, ice machines and coffee equipment, and it changes how everything you brew tastes. Your delime interval is set by your water, not by the manual.
